Reshoring, Defense Demand, and the Race for Machine Capacity

What is manufacturing reshoring, and why does it matter to machine shops?

Reshoring is the movement of manufacturing back to the United States after decades of sending it overseas, driven now by supply-chain risk, tariffs, and record aerospace and defense demand. It matters to machine shops because the work is returning faster than the industry can absorb it. Reshoring and foreign direct investment announced roughly 244,000 U.S. manufacturing jobs in 2024, and aerospace and defense backlogs have crossed a trillion dollars, yet the industry faces a projected shortage of about 2.1 million skilled workers by 2030 and a wave of retiring machinists. The binding constraint is no longer demand. It is capacity: enough machines, and enough people to run them. That gap is the defining business problem on the American shop floor right now.

If you run a spindle for a living, the biggest story in manufacturing right now is not a policy debate you watch from a distance. It is landing on your floor as a quote you cannot turn around fast enough, an RFQ from a customer who used to buy overseas, or a job your shop had to pass on because there was no machine open to run it. The work is coming home. The question that decides who wins it is not political. It is whether there is capacity to put it in cut.

This Next Shift looks at the reshoring wave through the only lens that matters on a shop floor: where the capacity to actually do the work is going to come from. The demand is real and documented. The bottleneck is real too, and it is not going to be solved by a press release. Here is what is happening, why it is happening now, and what it means for the person at the machine and the owner deciding what to buy.

The Demand Is Not a Forecast Anymore

For years reshoring was a talking point. Now it shows up in the numbers. The Reshoring Initiative reported that reshoring and foreign direct investment announced roughly 244,000 U.S. manufacturing jobs in 2024, with reshoring accounting for about 64 percent of them, the widest margin over foreign investment since the group began tracking in 2010. Add it up and more than two million such jobs have been announced since 2010. The stated drivers are the ones any shop owner would recognize: shortening supply chains, cutting exposure to geopolitical risk, and getting ahead of tariffs, which have become the single most cited reason for moving work back.

Layered on top of that is aerospace and defense, which is running hot for reasons that are not subtle. Commercial aviation is working through a backlog that represents more than a decade of production at current rates, and global tensions, including the wars in Ukraine and the Middle East, have pushed defense procurement to record levels, with the defense backlog growing for a third straight year. Aerospace and defense revenue and the commercial aircraft backlog have each crossed the trillion-dollar mark. For a machine shop, that is not an abstraction. It is torque coming down the supply chain as primes push work to tiers, and tiers push it to job shops that can hold a tolerance and pass an audit.

The demand problem is solved. Manufacturing has more work headed to American floors than it has had in a generation. The problem now is the one that is harder to fix with money alone: who has a machine open and a hand to run it.

The Bottleneck Moved From Demand to Capacity

Here is the part that does not make the headlines. Bringing work home is the easy half. Having the capacity to do it is the hard half, and capacity is exactly what the American industrial base spent thirty years letting atrophy. The constraint now is two things at once: machines and people.

The people side is the sharper edge. The industry is looking at a projected shortage of roughly 2.1 million skilled manufacturing workers by 2030, and more than a quarter of the machinists on the floor today are over 55, which means a retirement wave is arriving at the exact moment demand is peaking. Nearly a third of manufacturers already expect labor shortages to slow or limit their ability to bring work back, and close to half are raising wages to compete for the hands they need. You cannot hire your way out of that overnight, because the skill takes years to build and the people who hold it are leaving.

The machine side is more solvable, but only if a shop thinks clearly about it. Adding capacity with brand-new equipment means getting in line behind everyone else who decided to expand at the same time, with build slots and delivery that can stretch out for months, plus the full price of new iron at a moment when every builder has a backlog of their own. For a shop staring at work it needs to quote this quarter, months of lead time is not capacity. It is a missed order.

Why Used Iron Became a Strategic Asset

This is where the market has quietly changed. Qualified domestic machining capacity is now valuable enough that it is being priced like the strategic asset it has become. Private equity has noticed: specialty machining shops carrying the right certifications, AS9100 for aerospace, ITAR registration, NADCAP process approvals, have been trading at roughly 8 to 11 times adjusted earnings. When investors pay that kind of multiple for a shop, what they are really buying is proven capacity that already exists and already passes audits. They are paying a premium precisely because you cannot conjure it quickly.

A used machine is the same logic at a smaller scale. A vertical machining center or a lathe that is already built, already proven, and available now is not a compromise against new equipment in this market. It is often the smarter buy, because it converts to capacity in weeks instead of quarters. The shop that can uncrate a used machine, qualify it, and put it in cut while a competitor is still waiting on a build slot is the shop that takes the reshored order. Speed to capacity is the whole game, and used iron is the fastest honest way to get there without betting the company on a single large new-machine purchase.

What It Means at the Spindle

For the machinist, this is the strongest hand your skill has held in a long time. When a shortage of 2.1 million workers meets a flood of reshored and defense work, the person who can set up a job, hold a tight tolerance, and pass an inspection is not a cost to be minimized. That person is the constraint the whole business is built around. Wages are already climbing to reflect it. The machinists who add the capability the work demands, five-axis, tight-tolerance aerospace, the ability to run a job with a real quality system behind it, are the ones who will name their terms this decade.

For the owner, the strategic question is simple to state and hard to execute: how do you add capacity fast enough to catch the work without overextending on new equipment or betting on demand that could soften if policy shifts. Because there is a real risk to name. Early 2025 projections suggested reshoring announcements could cool to around 174,000 jobs for the year if industrial and tariff policy stays uncertain, since many of the largest commitments are waiting on clearer signals. Reshoring is powerful, but it is not guaranteed to run in a straight line, and a shop that buys capacity it can flex is better positioned than one that bets the whole future on a single new machine and a demand curve that only goes up.

The Case for Flexible Capacity

Put the two risks together, a demand surge that is real but not perfectly predictable and a capacity gap that punishes slowness, and the answer that keeps showing up is flexibility. Capacity you can add quickly, at a cost that does not sink you if a program slips, is worth more in an uncertain market than the theoretically perfect new machine that arrives in nine months and has to run flat out to justify itself. That is the argument for buying proven used equipment, staging capacity ahead of confirmed work where the risk is reasonable, and keeping the flexibility to move as the reshoring wave moves. The shops that treat capacity as something to acquire fast and adjust, rather than a once-a-decade capital event, are the ones built for exactly this moment.

The reshoring wave is a real opportunity. It rewards the shops that move quickly and buy smart, not the ones that overcommit at the peak.
